In part 4 Goddess Valora had ordered her newest foot sl*ve, Bruce Wayne aka Footman, Miles Striker, to run of mayor of Gotham so that she could run the whole city. Powerless to fight her, Bruce does as he's told.

This part of the story takes place months later after Bruce Wayne has won the election by a land slide. We open on Gotham Town Hall as Goddess Valora and Batman take the stage for Bruce's acceptance speech, but Bruce is no where to be found. Valora asks Batman if he knows where Bruce is. Batman looks at her with fear in his eyes as he pleads for her to stop what she's about to do. With a sinister grin, Valora unmasks Batman and reveals Bruce Wayne to all of Gotham!

The crowd gasps as Valora laughs and informs everyone that Bruce Wayne aka Batman is her personal foot sl*ve and since she owns him, that makes her the new mayor of Gotham - And it's no longer "Gotham", it's Foot Fetish City! The citizens cry out, scared and shocked as Bruce is kicked and made to show off the tattoo on his sole which forever seals his foot fetish fate to Goddess Valora. Valora kicks him to the ground and makes him worship her feet and his own in front of the whole city! This is the ultimate form of humiliation and revenge on the once mighty, Batman!

As Bruce worships Goddess Valora's feet, reporters ask her questions and she explains her evil new plans for the new Foot Fetish City. Bruce can't believe this is happening. He wishes he could stop her, stop worshiping her feet, and most of all, stop loving it so much.
